Tri-County Mental Health: The Comprehensive Substance Abuse Treatment and Rehabilitation Program (CSTAR) is a unique approach to substance abuse treatment and addiction treatment. The adult program serves individuals 18 years of age and over. The adolescent program serves individuals 12-17 years of age. The intensity and duration of services are based on individual need.
